According to TSN.ua: Delegations from Ukraine, Russia, and the United States will resume their trilateral consultations in Abu Dhabi on February 1. These talks are taking place against a backdrop of severe economic strain in Russia, driven by a sharp decline in its oil and gas revenues. Russia's income from energy resource sales contracted by nearly a quarter in 2025. The average price for Russian oil plummeted to $39 per barrel in December 2025, a significant drop from $57 per barrel in August of the same year. This economic context adds a new dimension to the diplomatic efforts concerning the ongoing war.
Russia's Deepening Financial Crisis
The war in Ukraine is costing Russia approximately $170 billion annually, which accounts for 30% of the country's yearly budget. Consequently, Russia's budget deficit reached $72 billion in 2025, its highest level since 2009. In this context, Ukrainian President Volodymyr Zelenskyy has emphasized the critical role of economic pressure, stating:
“The only factor that can change the situation is economic pressure on Russia. Russia must run out of money for the war to start ending.” - Volodymyr Zelenskyy
Several key factors have contributed to the collapse in Russia's oil income:
- A global market oversupply, as OPEC countries increased production, leading to lower world prices;

- Systematic drone attacks by Ukraine on Russian oil refineries and tankers in the Black and Mediterranean Seas.
