In 2026, salaries for teachers will double: new salaries have been announced.
According to inkorr.com: The draft state budget for 2026 proposes to increase salaries for teachers of Ukrainian universities. This initiative was introduced by the head of the parliamentary finance committee, Danilo Hetmantsev, and the Speaker of the Verkhovna Rada, Ruslan Stefanchuk. Hetmantsev explained that this decision is due to a mass exodus of scientists abroad. He emphasized that universities are losing staff due to low salaries, and young specialists do not see the opportunity to stay in Ukraine.
“When the salary is low, teachers either go abroad or work in jobs unrelated to their specialty. Young scientists do not see the point of staying, and students do not understand why to choose science,” Hetmantsev noted.
Proposed salaries for teachers in 2026
According to the initiative, the basic salaries without accounting for allowances will look as follows:

assistant / lecturer — 30,000 UAH;

senior lecturer — 33,000 UAH;

associate professor — 36,300 UAH;

professor — 39,930 UAH.
These rates may be increased due to legal allowances for academic degrees, titles, and work experience. If parliament approves these changes, the increases may be included in this year's budget with effect from 2026.
According to the State Statistics Service, in August 2025, the average salary in the field of professional, scientific, and technical activities was 33,906 hryvnias before taxes. The proposed salaries will bring the income of teachers closer to the real market level.
Additionally, it was previously reported that the state budget for 2026 outlines changes aimed at significant salary increases for teachers. The main task is to set the remuneration for educators at no less than three minimum wages.
Thus, these initiatives reflect the consequences of the problem of personnel outflow in education and science in Ukraine. The planned salary increases for teachers and lecturers could be an important step in addressing this situation, as well as increasing young people’s interest in scientific work and teaching in Ukraine.
