Free Transit for Beneficiaries to Be Reformed: New Transport Cards Roll Out by 2028.
Overhaul of Free Travel for Eligible Groups
According to Novyny.live: Ukraine is set to revamp its free transit system for beneficiaries by introducing dedicated transport cards. Scheduled for implementation by 2028, this new system aims to streamline access to complimentary public transport services. As of 2026, eligible individuals must still carry a document proving their right to free travel. This reform is part of broader efforts to modernize social benefits and reduce administrative hurdles for vulnerable populations.
Eligibility for Free Transit
Under a government decree, pensioners retain the right to free travel on city buses, trams, trolleybuses, and suburban trains in 2026. Several categories of citizens can use public transport at no cost, including:
- combat veterans
- people with disabilities
- pensioners
- children from large families
- others
Documents that confirm eligibility include:
- pension certificate
- certificate for a child from a large family
- combat veteran certificate
- war veteran certificate
- disability certificate
Note that the fine for traveling without a ticket is 20 times the cost of a single trip. Therefore, it is crucial for beneficiaries to always carry the required documents to avoid misunderstandings while using public transport.
“The introduction of the new system in 2028 promises to improve conditions for all beneficiaries by simplifying the process of accessing free travel.”
These changes to Ukraine's free transit system reflect the government's drive to modernize social services and make them more accessible. The rollout of special transport cards could reduce administrative barriers and complications that beneficiaries face when using public transport. Consequently, it is vital that all stakeholders—including transport operators and local authorities—prepare for these changes to ensure their effective implementation.
