Toll roads in Ukraine: what lies ahead

According to TSN.ua: According to Serhiy Sukhomlyn, head of the Recovery Agency, the introduction of toll roads in Ukraine is only a matter of time once the war ends. He argues that international funding alone may not be enough to rebuild the country's road infrastructure, which could push authorities to adopt new financial models for road repair and construction.

Sukhomlyn noted that toll roads could become a reality in Ukraine, pointing out that many countries already have various forms of payment for road use. For instance, Hungary and Moldova operate a vignette system, while Italy has distance-based toll booths on its motorways. This shows that different payment models for road travel are already in place elsewhere in the world.

'For Ukraine, introducing toll roads is most likely a matter of time,' emphasized Serhiy Sukhomlyn.

He added that 'in many countries, different payment systems have been introduced, but in practice, everyone pays for using the infrastructure.' This could be a major step forward for Ukraine's road network, should a decision be made to implement such systems.

Why toll roads matter now

As a result, the issue of toll roads in Ukraine remains highly relevant and may be addressed after the war ends, once the country can focus on rebuilding its infrastructure.

Implementing toll roads could become a key element in financing the restoration of Ukraine's road network, especially given the limited budget options in the post-war period. It also reflects global trends, where countries use various funding models to maintain and develop their transport systems. Rolling out such systems will require careful planning and consideration of the interests of all road users.
