Revised List of Vehicles Subject to the 2026 Luxury Tax
According to TSN.ua: The Ministry of Economy of Ukraine has published an updated list of vehicles that will be subject to a 'luxury tax' starting in 2026. This levy targets premium passenger cars from over 20 brands, including:
- Ferrari
- Bentley
- Lexus
- Porsche
- BMW
- Mercedes
- Land Rover
- Lamborghini
- Rolls-Royce
- Maserati
Owners of vehicles on this list will be required to pay 25,000 hryvnias if the car is less than five years old and its average market value exceeds 3,242,625 hryvnias. The tax applies to both individuals and legal entities owning such vehicles. Affected citizens will have 60 days to pay the tax from the moment they receive the official notification. This policy is part of a broader fiscal trend in the region, where governments are increasingly targeting high-value assets for additional revenue.
Obligations for Legal Entities and Penalties
Legal entities are obligated to file a transport declaration by February 20. Failure to submit the declaration incurs a fine of 340 hryvnias, with a repeat offense leading to a 1,020 hryvnia penalty. These measures aim to regulate the luxury car market and secure additional budget revenues.
The expansion of the luxury tax, which now covers a wide range of premium car brands, indicates the state's effort to boost budget income by limiting consumption of expensive goods. This could impact Ukraine's automotive market, as potential buyers may reconsider purchasing such vehicles due to the increased tax burden. The new rules may also encourage greater compliance and fiscal responsibility among owners of luxury cars regarding declaration and tax payment.
