State of Ukraine's Pension System as of January 1, 2026

According to TSN.ua: As of the start of 2026, Ukraine's pension system supports 10.2 million retirees, with 2.8 million of them continuing to work. Government data shows the average monthly pension increased from UAH 5,789.05 in January 2025 to UAH 6,544.62 in January 2026. This ongoing adjustment reflects efforts to address the economic pressures faced by retirees, though challenges remain significant.

Breakdown of Pension Payments

The distribution of pension amounts across the retiree population is as follows:

  • 31.06% of pensioners receive between UAH 3,001 and UAH 4,000;
  • 20.21% receive payments ranging from UAH 4,001 to UAH 5,000;
  • 29.64% get pensions within the bracket of UAH 5,001 to UAH 10,000;
  • 15.41% receive more than UAH 10,000 per month;
  • Only 3.68% of pensioners receive less than UAH 3,000.

The Cabinet of Ministers of Ukraine is working to raise the minimum pension to UAH 6,000. Denis Ulyutin noted that this increase will affect at least one-third of all pensioners. He also emphasized the importance of setting the minimum pension at no less than UAH 6,000, stating:

"Our proposal is that we will not pay anyone less than 6 thousand" - Denis Ulyutin

Currently, the ratio of working individuals to pensioners in Ukraine stands at 1.3 to 1. Funding issues for the pension system remain critical, underscoring the urgent need for further reforms in this area.

The rise in the average pension illustrates government attempts to improve social security for the elderly. However, despite the increase, a substantial portion of retirees still receive payments that fall short of providing an adequate standard of living. The question of sustainably financing the pension system is therefore a pressing one, demanding a comprehensive approach to reforming the country's social welfare framework.
