1. Who will lead the GUR?
There are two main options: the GUR could be led by the current head of the Foreign Intelligence Service or someone from Budanov's team.
"If Budanov retains control over the GUR, his new position will clearly be a promotion," emphasizes Denysenko.
2. What personnel changes should be expected?
Last month, Mykhailo Fedorov requested significant leeway for personnel changes, but Zelensky refused him. The question remains who and how Budanov will be able to change.
3. What will be the distribution of powers with Umerov?
This question is closely related to the previous one. Recently, Zelensky mentioned possible changes in the system of the Office of the President. Secretary of the National Security and Defense Council Rustem Umerov plays an important role in the presidential context, while Budanov has his international connections.
4. Will Budanov leave room for his own political project?
Denysenko emphasizes the important electoral aspect: Budanov, along with Valerii Zaluzhnyi, has a chance to win in the second round of elections against the current president.
"The fact is that the electorates of Zelensky and Budanov are quite segmented. And Budanov is the only one, besides Zaluzhnyi, who has a real chance of defeating Zelensky in the second round. For Zelensky, it is important to 'tie the hands' of such a competitor," notes the political scientist.
Denysenko believes that most of these questions will become clear within the next one or two weeks.
