The Audit Office checked the use of billions of American aid.

The USA provided Ukraine with over $30 billion in direct budget support

According to the audits of the Audit Office of Ukraine, it became known that the United States of America provided Ukraine with over $30 billion in direct budget support during 2022-2024, which was used in accordance with agreements and defined goals.

In total, American financial aid was delivered through three instruments. The largest amount, namely $27.05 billion, was directed through the project 'Support for State Expenditure to Ensure Sustainable Public Governance in Ukraine' (PEACE in Ukraine), of which $12.7 billion was transferred to the Pension Fund of Ukraine. Additionally, $1.7 billion was received under Amendment No. 8 to the Implementation Agreement in the field of development, and another $1.1 billion - through the Target Fund Grant for multilateral donor cooperation.

The Audit Office conducted four comprehensive audits that confirmed the effective use of the provided aid. In particular, the financial aspect of the Target Fund grant was checked, as well as the effectiveness of direct budget support from the USA and other donors, support for the healthcare system, and the sustainability of the Pension Fund under martial law conditions.

'The results confirmed that the financial support provided to Ukraine by the USA was used effectively and in accordance with the defined goals. It was a decisive factor for the country's resilience, especially at the beginning of the large-scale invasion,' - stated in the message of the Audit Office.

Thanks to partnership assistance, it was possible to avoid a crisis in social payments, ensure timely payment of pensions and wages, support the healthcare system, and meet the basic humanitarian needs of the population.

However, the audits also revealed areas for further improvement in the use of international support. In particular, there is a need to improve the internal control systems of responsible authorities, increase the transparency of financial processes, implement modern mechanisms for verifying social payments, and improve the accounting of aid recipients.

In 2023, the USA created a special institute to monitor the use of American aid in Ukraine. Additionally, American auditors, together with representatives of the World Bank and consulting experts, conducted an audit of the targeted use of financial and security assistance from the USA in Kyiv at the beginning of 2023.
