According to TSN.ua: Ukraine is preparing a major reform of its Territorial Recruitment Centers (TRCs), which will digitize the conscription process and assign new duties to police and local authorities. The primary goal is to eliminate the practice known as 'busification' and bring the draft process into a legal and digital framework. This reform is part of a broader effort to modernize the country's military mobilization system during a prolonged period of conflict.
Under the new system, the National Police will take on the role of 'enforcement support' for mobilization, meaning law enforcement officers will have greater responsibility for ensuring legality during conscription activities. Local authorities will also receive mobilization lists, enabling them to participate more actively in the draft process.
New Technologies and Challenges
To ensure effective oversight of mobilization, a new application called 'Reserve Plus' will be introduced as the primary tool in this area. This app is designed to provide transparency and convenience in the conscription process. A key innovation will be the implementation of an electronic military ticket, which will become the single mandatory document for all conscripts.
However, despite these changes, as of January 15, 2026, the Verkhovna Rada (Ukraine's parliament) has not supported the cancellation of deferments for students aged 25 and older, an issue that remains a point of concern for educators and young people.
