As of mid-January 2025, Russia has conducted reconnaissance on ten critical energy infrastructure sites across nine Ukrainian regions. President Volodymyr Zelenskyy has confirmed that Russia is actively preparing for new strikes on Ukraine's critical infrastructure. He noted that the aggressor shows no readiness to end the war or honor any agreements.

In an effort to compel Ukraine to sign unacceptable surrender terms, the Main Directorate of Intelligence of Ukraine's Ministry of Defense reports having sufficient information about Russia's preparations for further strikes on Ukrainian energy and infrastructure.
