According to TSN.ua: Moscow is continuing to advance a narrative questioning the legitimacy of Ukraine's government, aiming to establish UN-supervised external control over the country. In a February 15, 2025 report, the Institute for the Study of War (ISW) noted that Russian Deputy Foreign Minister Mikhail Galuzin, in an interview with TASS, declared Ukrainian President Volodymyr Zelenskyy "illegitimate." This rhetoric is a core part of Russia's propaganda campaign designed to undermine the legal standing of the Ukrainian state.

The Proposal for External Control

Russian President Vladimir Putin's proposal for a UN "temporary external administration" in Ukraine was first articulated in March 2025. Analysts have expressed alarm over the plan, warning it could serve as a pretext for a renewed Russian assault. Galuzin further stated that Russia would only sign "legitimate" cooperation agreements with a government resulting from elections conducted under Russian interference. This stance is consistent with a long-term Kremlin strategy of using manipulated political processes to justify aggression. To understand the gravity of these statements, it is crucial to recall that Russia signed the 1994 Budapest Memorandum, guaranteeing Ukraine's territorial integrity, but flagrantly violated it by annexing Crimea in 2014 and launching military operations in eastern Ukraine.

From 2014 to 2022, Russia participated in the Minsk peace process but consistently failed to adhere to its terms. The full-scale invasion began on February 24, 2022, and since then, Russia has staged illegal "referendums" and "elections" in occupied territories in 2022 and 2024. These actions underscore the Kremlin's strategy of electoral manipulation, which could pave the way for further military escalation.

In this context, security guarantees, including those from the United States, are viewed with skepticism by analysts who doubt their ability to deter Russia from pursuing its strategy of a "forever war."
