Russia's Strategy for a National Flag Fleet
According to UATV: In response to the seizure of vessels linked to its so-called shadow fleet, the Russian Federation is moving to expand the number of oil tankers operating under its own flag. According to intelligence from Ukraine's Foreign Intelligence Service, the Russian Maritime Register of Shipping, a federal autonomous institution, intends to identify and conduct technical inspections of approximately 80 tankers for re-registration.
Composition of the Tanker Fleet
Data indicates the ownership of these tankers is distributed as follows:
- 35 are owned by companies based in the Seychelles;
- 23 have Chinese owners;
- 13 are owned by Azerbaijani entities;
- 8 are registered to companies in Samoa.
This initiative is part of Russia's broader effort to tighten control over its maritime shipping capacity amid international sanctions and the challenges posed by its shadow fleet operations. This 'shadow fleet' consists of older vessels used to circumvent Western sanctions on Russian oil exports.
Actions are already underway, as demonstrated by the tanker BELLA 1 receiving Russian registration in January 2026. This signals active steps by Russian authorities in the oil transportation sector, likely a direct reaction to external pressure and a perceived need to bolster sovereign resources. Consequently, Russia's push to increase its flagged tanker fleet could significantly impact regional oil markets and maritime logistics.
The planned expansion of Russian-flagged tankers suggests an attempt to adapt to the new realities of the international oil market under sanctions. By supporting a domestic fleet and reflagging vessels, Russia aims to maintain greater control over its oil supply chains and reduce reliance on Western shipping services.
