'When there is a high probability of certain decisions being made, everyone tries to act maximally until the last second in order to bargain for more. That is, the closer such a meeting gets, the more serious the level of hostilities will be, in my opinion,' Tomenko noted.

Russia has confirmed the planned meeting of leaders, but the U.S. State Department is concerned that the Kremlin may change its position due to the threat of secondary sanctions.
