Creation of a digital profile for foreign citizens in the Russian Federation
According to ТСН: The Ministry of Internal Affairs of the Russian Federation has approved a list of data that will be included in the new digital profile of a foreign citizen. This state service is planned to be launched on June 30, 2026.
According to the documents, information regarding border crossings, stay in Russia, employment, existing property and transportation, tax history, education, medical documents, contact details, and results of Russian language tests will be included in the profile. Thus, a complete digital dossier is planned to be created, allowing the state to monitor all important aspects of migrants' lives.
Official representatives of the Russian authorities explain the creation of this system as a "simplification of the provision of public services" and "optimization of information exchange" between agencies. The operator of the new resource will be the Ministry of Internal Affairs of the Russian Federation, and law enforcement and supervisory bodies will be involved in filling the database.
Experts' concerns regarding the new system
Particular concern is raised over the inclusion of sensitive categories of information in the profile, such as data on administrative offenses and health status. In an authoritarian system, this may lead to risks of pressure, discrimination, and the use of personal data for repression.
Experts point out that instead of creating safe and transparent conditions for the lives and work of foreigners, Russia is developing a new mechanism for total surveillance. This digital profile effectively strengthens migrants' dependence on the state and expands the tools for control over them.
This new system raises concerns not only among human rights defenders but also among international organizations monitoring human rights compliance. The quality of life for foreigners in Russia could significantly deteriorate, as the implementation of such technologies is often associated with increased control and restriction of freedom. All of this underscores the importance of international reactions to the potential threats arising from this digital dossier.
