According to Novyny.live: On February 7, 2023, the Russian Federation's military struck a residential building in the Rivne region. According to the head of the Rivne Regional Military Administration, Oleksandr Koval, the shelling resulted in a direct hit on a multi-story apartment building. Preliminary reports indicate that two people were wounded. This attack is part of a wider Russian campaign targeting civilian infrastructure across Ukraine.
The assault caused power outages and disrupted water supply in the region. Furthermore, on February 7, emergency power cuts were reported across most regions of Ukraine. Russian forces also targeted the Burshtyn and Dobrotvir thermal power plants during this period.

Oleksandr Koval stated that he was at the scene with relevant emergency services and promised to provide further details later. He also convened an urgent meeting of the regional commission on technogenic-ecological safety and emergencies, issuing a series of instructions to community leaders, including a directive to utilize all possible alternative power sources.
