According to a report from the International Centre for Counter-Terrorism, at least 151 acts of violence, sabotage, arson, and bombings linked to Russia have been recorded since 2022. This includes 12 incidents classified as terrorist acts occurring after July 2025. This campaign represents a significant and sustained threat to European security beyond the battlefield in Ukraine.

- The arrest of a Russian spy in Estonia;
- Polish accusations of railway sabotage;
- The thwarting of an attempt to send incendiary mixtures into Romania;
- An assault on a Russian dissident in France;
- Provocations of religious hatred, such as dousing Jewish sites with green paint and leaving pigs' heads near mosques in Paris;
- The dissemination of information offering cash rewards for videos of vandalism against mosques in the United Kingdom.
Experts describe Russia's actions as a 'shadow war' aimed at intimidating Ukraine's allies. They warn that the threat of expanded Russian aggression could extend to Moldova, the Baltic states, and other regions. These factors highlight the severity of the situation and are a source of growing concern for the international community.
