According to UATV: In a statement to the European Parliament on February 10, 2023, European Commissioner for Enlargement, Marta Kosi, condemned Russia's systematic and deliberate strikes on Ukraine's energy infrastructure, which are designed to create a humanitarian crisis. Kosi stressed that these attacks aim to leave civilians in darkness and cold, arguing that Russia is using winter as a weapon because it cannot achieve victory on the battlefield. This strategy targets civilian survival during the harshest months of the year.
Kosi further noted that Ukraine's energy grid is now suffering massive attacks during a severe cold spell. She pointed out that these strikes are focused on critical civilian facilities, including:

- Residential buildings
"The cruelty is calculated," Marta Kosi stated.
European Parliament Vote and Support for Ukraine
