Russia's Constitutional Move on Annexed Regions: A Dead End for Peace Talks
According to UATV: The issue of Russia's annexation of Ukrainian territory remains urgent and complex. Russia's illegal annexation of five Ukrainian regions has severely complicated the prospects for peace negotiations. Crimea was the first region to be annexed, and at the end of September 2022, Russia annexed four more regions: Donetsk, Luhansk, Zaporizhzhia, and Kherson. This action has raised serious questions about the possibility of achieving peace in the region, a goal supported by much of the international community.
The situation is further complicated by the fact that Russia does not fully control all the territory of these annexed regions. As political analyst Volodymyr Fesenko notes,
"firstly, the territories of five regions of Ukraine have been illegally included in the Russian constitution"— this, in his opinion, is
"the key and insoluble problem of the negotiation process."The constitutional incorporation of these territories signals that diplomatic negotiations have become increasingly difficult.
Fesenko also points out that Russia constantly refers to alleged secret agreements, such as the "spirit of Anchorage," yet
"the American side does not confirm anything."This adds further uncertainty to the situation. In the analyst's view,
"for Russia, Donbas is just a starting point, a bridgehead,"underscoring Russia's strategic ambitions for these territories.
Thus, the annexation of territories and their inclusion in the Russian constitution creates a major obstacle to a peaceful resolution of the conflict, making the situation even more tangled and difficult for both sides.
Incorporating the annexed territories into the Russian constitution not only highlights Russia's intent to cement these changes but also complicates potential diplomatic efforts. This creates additional barriers for Ukraine and the international community in seeking paths to a peaceful settlement. Within the context of shifting global politics and ongoing uncertainty, the situation surrounding the annexation remains critically important for regional security and stability.
