EU Commits €10 Million to Fund Tribunal for Russian Aggression Against Ukraine.
Funding for the Special Tribunal
According to UATV: On January 22, 2023, the European Union announced a €10 million allocation to finance a Special Tribunal to address Russia's aggression against Ukraine. This funding decision marks a significant step in establishing the tribunal, a priority for Ukrainian President Volodymyr Zelenskyy, who has previously highlighted a lack of progress on the matter. The move underscores the EU's commitment to a legal response to the invasion.
The Special Tribunal was initiated in response to Russia's ongoing aggressive actions. The Council of Europe signed an agreement with Kyiv to establish the tribunal in June 2025, demonstrating the serious intent of the EU and its international partners regarding accountability. The decision to allocate funds for this special body was finalized in October 2025.
International Pressure on Russia
In a related move also on January 22, 2023, Germany declared a Russian diplomat persona non grata, signaling a ratcheting up of international pressure on Moscow. Commenting on the situation, Kaja Kallas stated:
"Impunity is not an option" - Kaja Kallas
These words reflect the EU's determination to combat aggression and the necessity of holding violators of international law accountable.
Alain Berset emphasized that "Russia has been building up its influence for many years," while Johann Wadephul added, "We have made it clear that this is a hostile act and that intelligence activity is completely unacceptable in our country." Volodymyr Zelenskyy also noted that "The person who started it is not just free," pointing to the critical importance of justice in this context.
Thus, the allocation of funding for the Special Tribunal represents a crucial development within the international legal system, aimed at ensuring justice and punishing aggressors. It constitutes a significant component of the support for Ukraine amid the ongoing conflict.
The creation and financing of the Special Tribunal demonstrate the international community's commitment to backing Ukraine in its struggle against aggression. This also indicates a shift in international norms, where justice and accountability for breaches of international law are taking center stage. Support from the EU and other nations sends a strong signal to Russia and could influence its future actions in the region.
