According to ТСН: The President of Ukraine Volodymyr Zelensky is unlikely to agree to territorial concessions as he does not want to be the author of 'Budapest 2.'

Political scientist and international relations expert Maksym Yali shared his opinion on the 'KYIV24' broadcast, emphasizing that he does not have high hopes for negotiations in Berlin. 'As long as the Armed Forces of Ukraine control at least 1 m² of Donbas territory, it is unlikely that Zelensky will make any compromises,' he believes.

Problematic Issues and Diplomacy

The main problematic issue that still lacks agreement is territorial concessions. Yali notes that 'as long as no agreement is reached on all points of the future agreement, it means that nothing has been achieved.' He adds: 'This is political death for Zelensky; he will not make territorial concessions.'

In his opinion, what the U.S. is currently offering is only a new interpretation of the Budapest Memorandum.
