Oksana Sergeyevna Markarova - extraordinary and plenipotentiary ambassador of Ukraine to the USA, former Minister of Finance of Ukraine.
Place of Birth. Education. Born on October 28, 1976, in Rivne. From 1993 to 1998, she studied at the National University 'Kyiv-Mohyla Academy', where she earned a Bachelor's and Master's degree in Ecology. From 1999 to 2001 she studied at Indiana University in Bloomington (Indiana), where she earned a Master's degree in International Public Finance and Trade (MPA). She was a member of the Pi Alpha Alpha honor society.
Career. From 1996 to 1997 - Project Assistant at the International Foundation for Electoral Systems (IFES).

From January 1997 to October 1998, she was the Project Manager for Legislation at the consulting firm Chemonics International Inc. as part of the 'Ukrainian Agricultural Commodity Exchange' project.
From 1998 to 1999 and from 2001 to 2003, Markarova held positions as Economic Policy Advisor and Manager of External and Corporate Relations at the American Direct Investment Fund Western NIS Enterprise Fund (now managed by Horizon Capital), and in 2000 she completed an internship at the World Bank in the USA.
After completing her studies, she returned to Ukraine, where from September 2001 to October 2003, she served as Manager of External Relations and Corporate Affairs at WNISEF.
From October 2003 to December 2014, she was the Chairwoman of the Board and President of the 'ITT-Invests' investment group (ITT Investments Group), which focused on direct investments in Ukrainian production sector companies. During this time, she chaired the supervisory boards of the Darnytsia Stone Plant, the Obukhiv Stone Plant for porous products, the Goloseyevsky Hotel, the conference center in Irpin, ITT-Plaza, and other portfolio companies. She was also a member of the Advisory Council of the Ukrainian Stock Market.
From April 20, 2012, to April 10, 2013, she was a member of the Supervisory Board of Aktivbank and from April 10, 2013, to April 16, 2014, she chaired the Supervisory Board (Aktivbank is now in liquidation).
Since 2015, she has worked in the public sector. From March 2015 to April 2016, she served as Deputy Minister and Head of the Department of the Ministry of Finance of Ukraine.
On April 29, 2016, she was appointed First Deputy Minister of Finance of Ukraine following the new government's formation.
On June 8, 2018, she was appointed Acting Minister of Finance of Ukraine due to the dismissal of Alexandr Daniluk by Prime Minister Volodymyr Groysman.
She is a member of the Advisory Council of NaUKMA, the International Organization of Young Presidents (YPO), and the 'Circle of Friends' of the Ukrainian Catholic University.
She has been a member of the supervisory boards of Oschadbank, UkrEximbank, Privatbank, and UkrGasBank. On December 13, 2018, the government decided to withdraw Finance Minister Oksana Markarova from the supervisory boards of UkrEximbank, Oschadbank, PrivatBank, and UkrGasBank.
She holds a professional license for trading in securities, asset management, and is a member of the board of Non-State Pension Funds.
On November 22, 2018, the Ukrainian Parliament appointed Oksana Markarova as Minister of Finance.
On August 29, 2019, the Ukrainian Parliament appointed the new government, and Oksana Markarova was reappointed Minister of Finance.
On March 4, 2020, the Parliament voted for the resignation of Alexey Goncharuk as Prime Minister, leading to the resignation of the entire government.
After her resignation as Minister of Finance, she founded the Capital Market Development Fund and launched the startup Archidata.
On February 25, 2021, Volodymyr Zelenskyy appointed Oksana Markarova as extraordinary and plenipotentiary ambassador of Ukraine to the United States of America.
Family. Married. Her husband is the well-known banker and businessman Daniil Volynets. The couple has four children.
