Michail Michailowitsch Poplawski – Ukrainian educator, singer, producer, television presenter, director. President of the Kyiv University of Culture and Arts. People's Deputy of the Verkhovna Rada of Ukraine in the IV, VII, and VIII convocations.

Place of Birth. Education. Born into a simple peasant family in the village of Mjezyslawka in Kirovohrad Oblast.

After school, he graduated from the Gorlovka Vocational School in the specialty of 'locomotive driver', after military service he attended the Culture Vocational School in Oleksandriya in Kirovohrad Oblast. In 1979 - Kyiv State Institute of Culture. In 1985 he defended his candidate and in 1990 his doctoral dissertation at the Leningrad Academy of Culture.

Career. Before military service, he worked as an assistant locomotive driver in the city of Kirovsk in Donetsk Oblast.

After graduating from cultural studies, he worked as a director of several rural culture houses in Kirovohrad Oblast.

In April 1993, he was appointed rector of the Kyiv State Institute of Culture by a decision of the Minister of Culture of Ukraine (from 1997 - National University of Culture and Arts Kyiv).

In 1997, as Michail Poplawski himself explains, he formed a team to develop the concept of 'image communication of the university'. Within this idea and based on the 'stress theory', he performed on stage as a singer (with the song 'Young Eagles'). The goal was to draw attention to the university and create an unconventional image of the university leader.

In November of the same year, the first creative evening of Michail Poplawski took place at the 'Ukraine' Palace - 'With Love for Ukraine'. In the same year, the rector was awarded the title of winner of the nationwide program 'Man of the Year' in the category 'Cultural and Art Creator'.

President of the International Charitable Foundation 'Talented Children of Ukraine'. Author and producer of the children's television project 'Step to the Stars' (since 1998).

From 1993 to 2015, he was the rector of the National University of Culture and Arts Kyiv.

Political Career. In 1998, he ran for the Verkhovna Rada of Ukraine elections, in district No. 100 (Kirovohrad Oblast), taking 2nd place with 15.5% (votes).

From 2002 to 2006, Michail Poplawski was a deputy of the Verkhovna Rada of Ukraine of the IV convocation (won the elections in one of the districts of Kirovohrad Oblast). He served as the Deputy Chairman of the Committee of the Verkhovna Rada on Culture and Spirituality.

In 2010, he was elected a member of the Kyiv Oblast Council in district No. 63 (Irpin city).

In 2012, he ran as a self-nominee in single-mandate district No. 91 (Kyiv Oblast), but lost to the representative of the UDAR party Ruslan Solwar (received 16.97%).

From January 15, 2014, to November 2014, he was a deputy of the Verkhovna Rada of Ukraine of the VII convocation, self-nominated in the by-elections in single-mandate district No. 194 (Chernihiv Oblast).

On January 16, 2014, he voted for 'dictatorial laws' - a package of anti-democratic laws that significantly restricted the rights of citizens and freedom of speech. Therefore, he was later legally prohibited from leading higher education institutions.

In the 2014 parliamentary elections, he ran in single-mandate district No. 101 (Kirovohrad Oblast) and received 31.45% of the votes. As a deputy, he joined the parliamentary group 'Will of the People'.

On June 9, 2019, at the Congress of the Agrarian Party of Ukraine, Michail Poplawski was nominated as the top candidate of the Agrarian Party in the parliamentary elections. The Agrarian Party did not overcome the 5% electoral threshold in the Rada elections.
