Fraud Scheme Draining 760 Million Hryvnias Exposed at Poplavsky’s University: Raids and Fresh Allegations.
Investigation into Kyiv University of Culture
According to TSN.ua: Law enforcement has uncovered a scheme involving the misappropriation of public funds at the Kyiv University of Culture, with Mykhailo Poplavsky implicated. Approximately 760 million hryvnias were funneled through this operation. Old accusations of sexual harassment against female students have also resurfaced, targeting Poplavsky.
Mykhailo Poplavsky led the Kyiv National University of Culture and Arts from 1995 to 2014, and was reinstated as its president in 2021. However, recent events may alter his career trajectory. Authorities have conducted over 20 searches as part of the probe into financial misconduct. According to law enforcement,
“those involved may have inflated student and staff numbers, and padded payrolls to secure increased funding”. This case adds to ongoing scrutiny of corruption in Ukrainian higher education.
The Situation Surrounding Mykhailo Poplavsky
Poplavsky, now 76, was born in a village in the Kirovohrad region and enrolled at the Kyiv State Institute of Culture in 1975. In 2021, Vladyslava Korenna accused him of sexual harassment, sparking renewed public debate and reactions regarding his conduct.
His future as university president is now uncertain, especially amid these new investigations. The financial abuse scheme he may be linked to has generated significant outcry. This could have serious repercussions not only for his career but also for the reputation of the institution he once headed.
As a result, tensions remain high around Mykhailo Poplavsky and the Kyiv University of Culture, given the potential legal consequences and public backlash over both the sexual harassment allegations and the embezzlement of state funds.
The investigation is ongoing, and subsequent actions by law enforcement could profoundly impact Poplavsky’s standing. If the charges are substantiated, this may trigger leadership changes at the university and reshape public attitudes toward financial transparency and ethics in educational institutions. The situation has drawn widespread media and public attention, underscoring the critical need to combat corruption in Ukrainian schools.
