The Territorial Recruitment Centers opened 47 thousand cases in 9 months: who receives fines.
According to inkorr.com: During the first nine months of 2025, the territorial recruitment centers in Ukraine opened over 47 thousand cases for
violations of military accounting rules. Approximately one third of these proceedings have already been completed, and the monthly rate of new cases consistently remains at 4,500. This was reported by Opendatabot.
Leaders in the number of proceedings
In the capital, the most cases were recorded — 7,163 incidents, accounting for 15% of the total. The next positions are occupied by:
- Sumy region — 4,251 proceedings (9%);
- Odesa — 3,995 (9%);
- Dnipropetrovsk — 3,846 (8%);
- Kharkiv — 3,349 (7%).
July turned out to be a record month for the number of new cases — 7,595 openings, with nearly two thousand related to Kyiv, accounting for 26% of all proceedings for that month.
Regions with the fewest fines
The lowest figures are recorded in the west and in combat zones. Lviv region has only 626 cases, Rivne region — 464, Ivano-Frankivsk — 315, Kherson region — 137, and in the Luhansk region — just 11.
The majority of those fined— are men aged 25 to 45 years (80% of cases). Only 98 cases, or 0.2%, are against women. Since July 31, 2025, when new accounting rules for women with medical and pharmaceutical education came into effect, 26 cases have already been opened against them.

Record fine statistics
The absolute record holder is the Sumy City Territorial Recruitment Center: regarding two men, 9 cases have been opened each, and another has eight. This is the highest figure in Ukraine.
On average, territorial recruitment centers across the country open more than four thousand proceedings per month, and so far the activity is not declining.
Overall, the data indicates the active work of territorial recruitment centers in Ukraine, which respond to violations of military accounting rules. The situation with proceedings reflects both the state of accounting and potential challenges for the state, which may affect the further improvement of the military system.
