Tender without competition: the Ministry of Internal Affairs hospital in Khmelnytskyi ordered repairs for 34 million UAH.
According to inkorr.com: The state institution "Territorial Medical Association of the Ministry of Internal Affairs of Ukraine in Khmelnytskyi region" decided to invest 34.41 million UAH in the renovation of the rehabilitation center and cafeteria. The contract for the work was awarded to the company "Sport-Progres", which did not compete with other enterprises for this contract.
Unsatisfactory purchases
The insulation was purchased with an overpayment of 39%.
The cable was ordered at a price 20% higher than the market value.
The cost of metal roofing in the estimate turned out to be twice as high as that of competitors.
Significant overpayment for the purchase of construction materials for the reconstruction was recorded. Not only was the cost of the ventilation unit high, but other materials were also purchased at inflated prices. Moreover, the company "Sport-Progres" received the contract without competition due to overly strict conditions for tender participants.
Overpayment and tender conditions
In total, the potential overpayment for materials may amount to about 3 million UAH, and the high requirements for the tender significantly reduced the number of participants. The situation requires further investigation.
These facts indicate the need for greater transparency in the conduct of tenders for state orders. In conditions of limited competition, situations may arise where budget funds are spent inefficiently, which in turn can negatively affect the quality of the work performed.
