According to Novyny.live: Timur Tkachenko, head of Kyiv's City Military Administration, has raised serious concerns about proposals from Mayor Vitali Klitschko regarding the capital's Energy Resilience Plan. He warned that a suggested relaxation of accountability for public procurement could lead to significant issues. Tkachenko stressed that the new rules might allow officials to evade responsibility for potential violations if no documents highlighting problems with a procurement winner existed before a contract was signed.
He pointed out that
"the proposal is to stipulate that an official is considered to have acted in good faith if, prior to signing a contract, they had no documents indicating any issues with the winner of the procurement."This statement suggests officials could be shielded by the new norms even in cases of potentially wasteful spending. Tkachenko further noted that
"even if experts say the procurement was more expensive than the market rate, that also wouldn't be a problem."

Additionally, he highlighted that "if an investigation into a procurement is already underway, an official could go to a judge and request an assessment of their actions." This could lead to a situation where accountability for poor decisions is significantly weakened.
