Kyiv's Snow Removal Responsibility Lies with Mayor's Office, Says Military Governor.
Military Governor Responds to Kyiv Mayor's Criticism
According to Novyny.live: In a Telegram post on January 19, Timur Tkachenko, head of Kyiv's City Military Administration, countered criticism from Mayor Vitali Klitschko regarding snow and ice clearance in the capital. Tkachenko asserted that the responsibility for these services falls directly on municipal enterprises under the mayor's authority. This public exchange highlights ongoing tensions in Kyiv's governance structure, which has been under strain since Russia's full-scale invasion.
Clarifying Infrastructure Management Lines
Tkachenko specified that the municipal corporation 'Kyivavtodor' reports to the Department of Transport Infrastructure within the Kyiv City State Administration, while 'Kyivzelenbud' is subordinate to the Department of Environmental Protection and Climate Change Adaptation. He argued that city management has been excessively centralized over the past 12 years, a period coinciding with Klitschko's tenure, which he believes has negatively impacted operational efficiency.
"In that case, it is logical and honest to admit: precisely during your period of management, Mr. City Director, Kyiv has become less safe for the daily life of its residents year after year." - Timur Tkachenko
This dispute underscores the challenges of maintaining urban infrastructure in Kyiv, a critical issue during winter months. With deteriorating weather conditions, proper street maintenance becomes vital for the safety and comfort of the capital's residents. The effectiveness of future problem-solving will likely depend on the subsequent actions taken by both sides.
