Ukraine's New Luxury Car Tax in 2026: A 25,000 Hryvnia Charge for High-End Vehicles.
Ukraine's 2026 Luxury Vehicle Tax: Who Will Pay 25,000 Hryvnia?
According to Novyny.live: Starting in 2026, Ukraine will implement a new transport tax requiring owners of specific high-value vehicles to pay 25,000 hryvnia annually. This levy will apply to over 20 car brands that meet strict criteria, marking a significant policy shift for luxury car owners in the country. The move is part of broader fiscal measures being introduced by the government.
The list of affected car brands includes, but is not limited to:
- Ferrari
- Bentley
- Lexus
- Porsche
- BMW
- Land Rover
- Lamborghini
- Rolls-Royce
- Mercedes
- Maserati
- Tesla (specifically the Model S Plaid, Model X LR, and Roadster)
- Toyota Sequoia
- Toyota Tundra
To qualify for this tax, vehicles must be at least five years old and have an average market value exceeding 3,242,625 hryvnia. This threshold is designed to target genuinely high-value assets rather than newer, more common models.
Payment Regulations and Procedures
Under the new rules, legal entities will be required to make quarterly tax payments. Private individuals, however, will receive a formal notification and have a 60-day window to settle the charge. Furthermore, Ukraine's Ministry of Economy retains the authority to expand the list of taxable vehicles in 2026, potentially bringing more owners under the new requirements.
The introduction of this tax is expected to significantly impact Ukraine's luxury car market. Primarily aimed at boosting state budget revenues, the policy may also prompt owners to reconsider the costs associated with maintaining high-end vehicles. Given the potential for the taxable list to grow, legislative changes could affect an even larger number of car owners in the near future.
