The Ministry of Finance revealed the scale of financial support from the EU for 2025.
In February 2022, the European Union provided Ukraine with 45 billion euros in direct budget assistance. This was announced by Ukraine's Minister of Finance Serhiy Marchenko during a meeting of the EU Council on Economic and Financial Affairs (ECOFIN) in Brussels.
According to the minister, in 2024 the EU will provide 16.1 billion euros in budget assistance, which accounts for over 40% of all external revenues to Ukraine. This assistance includes 3 billion euros in grants, and the rest of the amount consists of concessional loans.
For 2025, the European Union plans to allocate 30.6 billion euros in budget support for Ukraine. Of this amount, 18.1 billion euros will come through the G7 ERA countries initiative from frozen Russian assets, while 12.5 billion euros will serve as financial assistance under the Ukraine Facility Instrument.
Marchenko expressed gratitude for the G7 decision to direct 50 billion US dollars to Ukraine from the profits of frozen Russian assets. 'This decision is fair, forcing the aggressor country to bear financial responsibility for crimes against Ukraine,' the minister emphasized.
During the meeting, topics on increasing sanctions against Russia and closing loopholes for their circumvention were also discussed. Ukraine continues to implement reforms and fulfill the conditions outlined in Ukraine's Plan for the Ukraine Facility.
Of the 151 planned measures, 56 should be implemented in 2025, promoting economic growth, a 'green' transition, digital transformation, and the country's European integration.
We also remind about another form of assistance from the EU: small agricultural farms in Ukraine received 20 million euros last year.
