Sergei Marchenko

Sergei Mikhailovych Marchenko - Minister of Finance of Ukraine. Economist, Doctor of Economic Sciences, Deputy Minister of Finance of Ukraine (2016-2018), Deputy Head of the Presidential Administration of Ukraine (2018-2019).

Place of birth. Education. Born on January 24, 1981 in the city of Makariv, Kyiv region. He obtained his university degree at the Academy of State Tax Service of Ukraine, in 2002 he obtained a Master's degree in Public Finance Management and was a scholar of the President of Ukraine.

Later he continued his research work at the Research Institute of Finance of the Ministry of Finance of Ukraine and defended his dissertation in 2009 on 'State Eurobond Securities of Ukraine on International Capital Markets' and received a Doctor of Economic Sciences.

Career. Since 2002, he has worked in various positions at the Ministry of Finance of Ukraine, the State Tax Administration of Ukraine and the Secretariat of the Cabinet of Ministers of Ukraine.

Since 2011 he worked in the Presidential Reform Coordination Center of Ukraine. He was involved in the development of the budget law of Ukraine, adopted in 2014.

Later, he worked as an expert at the 'Bendukidze Free Market Center' and was the academic director of the joint KSE and GIZ program 2015-2016 'Leadership in Public Finance'.

From May 27, 2016 to July 26, 2018 he was the Deputy Minister of Finance of Ukraine.

From August 31, 2018 to May 19, 2019 he was the Deputy Head of the Presidential Administration of Ukrainian President Igor Rainin.

On March 30, 2020, the Verkhovna Rada voted for the appointment of Sergei Marchenko as Minister of Finance.

Political career. In 2019, he ran in the IX Parliament of Ukraine in the 7th place on the list of Groysman's Ukrainian Strategy Party, which did not make it into Parliament.

Declaration. According to the declaration of Sergei Marchenko, which he submitted for the position of Minister of Finance, he owns, together with his wife, two apartments in Kyiv with an area of 84.6 and 40.3 square meters. He also owns a 2017 Audi A6.

Marchenko has not declared his personal financial assets. His wife holds cash amounting to $10,000.

Family. Married. He has a daughter Aurora (born 2010) and a son Leonid (born 2018).
