In 2025, the Ministry of Defense of Ukraine simplified many aspects related to mobilization by implementing innovations that will make this process more convenient and efficient.

According to the Ministry of Defense, most procedures can now be performed online. Thanks to these changes, queues at territorial recruitment centers and social support (TRC) have significantly decreased, and the 'Reserve+' application has received new features, such as applying for deferrals, undergoing military-medical commissions (MMC), and digital record management.

Key Innovations

Online Deferrals

Deferrals from mobilization can now be automatically applied for through the 'Reserve+' application. Those who do not have access to a smartphone are allowed to submit applications at the Central Administrative Service (CNA). Printed certificates with seals are no longer needed — the main document for confirming a deferral is the Reserve ID with a photo of the holder.

All military registration documents are now issued only in electronic format. The Reserve ID is available in the mobile application for over 6 million users. Those who cannot use a smartphone have the option to obtain a paper copy through the application, the Diia portal, or at the TRC/CNA. Transitioning to an electronic format reduces the risk of loss or forgery of documents.

Online Fine Payments

In the 'Reserve+' application, it is possible to pay fines for violations of military registration rules, for example, for non-appearance for a summons or at the MMC. After submitting an application, the TRC reviews it within three days, and the payment removes the specific violation, but the obligations for military registration remain.

Electronic Referrals to MMC and Commission Conclusions

Now users can receive referrals to the MMC and examination results without queues at the TRC. Commission decisions are recorded with electronic signatures, enhancing the process's transparency.

The electronic appointment system for the TRC and SPP operates in most centers, ensuring fast and transparent registration, reducing the load on centers, and integrating with other online services.

Also, starting from January 1, 2026, summons will be delivered according to new rules. This will include the ability to receive summons not only at the place of residence or work but also in educational institutions, at public events, in government institutions, at checkpoints, and at border crossing points.

These innovations aim to simplify mobilization procedures and improve interaction between the military and civilians. Streamlining these processes will help reduce administrative barriers, which, in turn, is expected to positively impact the readiness of young people to fulfill their military duty.
