The Ministry of Education has addressed students and teachers regarding deferrals from mobilization.
The Ministry of Education and Science of Ukraine has refuted rumors about the potential mobilization of students and teachers who have the right to a deferral according to the law.
No mobilization of students, postgraduates, researchers, academic and teaching staff who have the right to a deferral according to the Law of Ukraine 'On Mobilization Preparation and Mobilization' is foreseen. No discussions or consultations on this issue are taking place at the government level.
Minister of Education and Science Oksen Lisovyi confirmed this position, emphasizing that any inconsistencies in subordinate legislation will be resolved in accordance with the current law on mobilization.
Previously, People's Deputy Roman Hryshchuk expressed concern regarding the Cabinet of Ministers' resolution on the procedure for deferrals from conscription, which came into force on January 16. According to him, the document contains provisions that contradict the law on mobilization, particularly regarding the terms of providing deferrals for educational workers.
The resolutions urgently need to be brought in line with the law. Teachers will have deferrals for the duration of their employment contract, and students for the entire period of their studies.
After the minister's statement, the deputy commented: 'The position of the Ministry of Education and Science of Ukraine is that nothing contradicting the current norms of the law will be allowed. I hope for quick changes to the resolution.'
New Reservation Rules
It should be noted that the new reservation rules provide for a minimum salary of 20,000 hryvnias and the absence of debt for the Single Social Contribution (SSC) to obtain a deferral. Applications can only be submitted through the 'Diia' portal.
As reported, the automatic extension of deferrals from mobilization will be introduced from January 16, 2025. Territorial recruitment centers will check grounds within 5 days through the 'Oberih' registry.
Changes in the Assessment System
It is worth adding that from January 1, 2025, the MSEC system will be replaced by an assessment of the individual's daily functioning, which affects the procedure for granting deferrals for people with disabilities and those who care for them.
Introduction of General Military Training
Also, starting from September 1, 2025, basic general military training will be introduced for university students and citizens planning to enter public service.
