Criminal Draft Evasion Network Uncovered in Odesa

According to Novyny.live: A criminal scheme to evade military conscription has been exposed in Odesa. The operation was allegedly organized by leaders of a civic organization and officials from a local recruitment and social support center. For a fee, clients received membership cards that granted them purported 'immunity' from being drafted.

How the Criminal Organization Operated

The scheme operated under the guise of the civic organization "Ukraine is the Motherland." Its leader, two deputies, and two other members established a system to help people avoid military summons and checks. A standard membership card cost $1,000, while a $3,000 'VIP package' allowed clients to bypass waiting lists. Members were also charged a monthly 'subscription fee' of 3,000 hryvnias. Investigators documented payments totaling 40,000 hryvnias and $3,000 for these cards, with the organization's monthly income reportedly reaching up to 30 million hryvnias. This case highlights the severe challenges Ukraine faces in maintaining a fair and effective mobilization system during wartime.

The organization had approximately 300 members in the Odesa region and up to 1,500 nationwide. During the investigation, authorities conducted 64 searches, seizing the following items:

  • over 1.6 million hryvnias in various currencies;
  • 6 firearms;
  • 38 hand grenade launchers;
  • 6 vehicles.

The suspects have been formally charged under Articles 114-1, 362, and 369-2 of the Criminal Code of Ukraine. A court has ordered them to be held in custody without the possibility of bail.

This exposure underscores the serious issue of draft evasion in Ukraine, particularly under the conditions of war.

Organized criminal schemes that exploit legal loopholes and corrupt connections pose a direct threat to national security. Authorities continue to actively combat such practices to ensure equality before the law and support the country's mobilization efforts.
