Draft Law No. 15076 Introduced in the Verkhovna Rada of Ukraine

According to TSN.ua: A new legislative proposal, numbered 15076, has been formally submitted to the Verkhovna Rada of Ukraine by lawmaker Serhiy Hryvko. This bill aims to overhaul the procedures for notifying and conscripting citizens during martial law, specifically by amending the existing Law of Ukraine 'On Mobilization Training and Mobilization.' As Ukraine continues to navigate the challenges of wartime governance, this initiative seeks to clarify the legal framework surrounding conscription.

Under the proposed changes, the bill would prohibit the forced physical detention of individuals liable for military service without a valid legal basis. This means any detention action must be grounded in clear statutory authority. At the same time, summonses to territorial recruitment centers (TCCs) would be issued through two distinct methods:

  • personal delivery of the summons against a signed acknowledgment of receipt;
  • dispatch of the summons via postal service, specifically by registered mail with a delivery confirmation notice.

These adjustments could significantly reshape the conscription process and strengthen the protection of citizens' rights while fulfilling their military duties. If passed, the new rules may represent a major step forward in refining Ukraine's mobilization system, potentially reducing ambiguity and enhancing legal safeguards for those affected.
