Agreement on Natural Resources between Ukraine and the USA: Assessment by American Experts.
Ukrainian President Volodymyr Zelensky is on a visit to the USA, where a framework agreement on natural resources between the two countries is planned to be signed. This agreement opens up opportunities for strengthening economic ties and attracting investments into the Ukrainian economy and reconstruction of the country. However, the detailed specifics of the cooperation remain unclear.
A key element of the agreement is the creation of a joint reconstruction investment fund. According to the agreement, Ukraine will invest 50% of future revenues from natural resources, such as oil, gas, infrastructure, and others, into this fund. The USA retains its financial commitments towards developing a stable Ukraine.
However, the agreement does not contain details regarding the management of the fund and the distribution of its ownership. Furthermore, no security guarantees for Ukraine and the possibility of supplying military equipment and ammunition have been defined.
Experts emphasize that this agreement is just the beginning, and the next rounds of negotiations and clarification of the details of the agreement will be crucial. Extracting the natural resources sector will take a lot of time, and ensuring security will require significant efforts. However, cooperation with the USA may help Ukraine attract the necessary investments for the country's reconstruction.
