Hungary Blocks the Opening of All EU Accession Clusters for Ukraine.

Progress on EU-Ukraine Negotiation Clusters

According to Espreso.tv: Ivan Nagornyak has reported on the opening of negotiation clusters between Ukraine and the European Union, specifically the first and sixth clusters. However, under Viktor Orbán's leadership, Hungary refused to support the opening of all clusters. Accession talks for both Ukraine and Moldova are ongoing, with the first cluster being opened on June 15.

In March, the European Council gave its political approval for opening all negotiation clusters between Ukraine and the EU. Yet Hungary, led by Viktor Orbán, declined to back this decision. By June, Ukraine had managed to open the first negotiation cluster, and the sixth cluster—covering external relations—has also been opened.

On June 8, EU Enlargement Commissioner Marta Kos arrived in Kyiv, and on June 12, European Commission President Ursula von der Leyen announced agreement on opening the first cluster of accession talks for Ukraine and Moldova. An intergovernmental conference was held on June 15 to officially launch negotiations under the first cluster, known as 'Fundamentals.' That same day, all EU member states formally approved the opening of this cluster.

Despite that, Hungary has delayed a critical step toward opening the remaining clusters in the EU accession talks with Ukraine and Moldova. Ivan Nagornyak noted that

“it was essentially emphasized that as soon as a political opportunity arises, all negotiation clusters should be opened.”

“Clearly, there was an expectation that all negotiation clusters would be opened. That would have been a major achievement for Ukrainian diplomacy. But certain member states decided to stretch out this process, possibly until the end of the year.”

Political Hurdles and Diplomatic Efforts

As a result, the opening of negotiation clusters between Ukraine and the EU remains a focal point, despite difficulties stemming from Hungary’s stance.

Opening these clusters is a crucial step in Ukraine’s integration into the European Union. However, Hungary’s position, which is slowing progress, highlights the political barriers that could affect the speed and effectiveness of this process. Given the current geopolitical situation, it is vital for Ukraine to continue its diplomatic efforts and seek compromises among EU member states to ensure forward momentum in the negotiations.
