According to ТСН: The Verkhovna Rada is seeking effective ways to influence military conscripts who evade mobilization amid the war. Modern legislation needs improvement to establish clear consequences for those who do not fulfill their duty to defend the country.

This was stated by Member of Parliament from the "Servant of the People" faction, member of the National Security, Defense and Intelligence Committee, Fedir Venislavskyi during an interview.

“Make Life Harder”: What Is Being Proposed in the Parliament

According to the MP, legislation should be structured so that evasion from service has serious consequences. Venislavskyi proposes to return to previously discussed ideas in the context of the mobilization law.

In particular, he mentions individuals who have deserted their units or did not appear at the territorial recruitment center when summoned. The MP believes that such individuals should face difficulties in life. Among the specific measures, he proposes:

  • a ban on driving vehicles;

  • blocking bank accounts.

Comparison with Utility Debts

Venislavskyi cited the example of the debt recovery system for utility services. He noted that when a person does not pay for electricity or water, but has funds in their accounts, simplified court proceedings are applied against them.

“Oblenergo applies to the court in a very simplified manner, and the person's funds are immediately blocked in all accounts. And until the person pays the fine (which can sometimes be very 'funny'), they cannot utilize their payment means,” explained the parliamentarian.

At the same time, he stated that when it comes to defending the homeland, there are currently no such simple and quick response mechanisms.

The MP confirmed that work on these changes is ongoing but acknowledged that “not all colleagues are ready to engage and support such initiatives,” so the process of adopting relevant decisions may be complicated.

It is worth noting that currently, up to 30,000 people are mobilized in Ukraine every month. The recruitment system is actively developing, and the number of those willing to volunteer is increasing. However, as Fedir Venislavskyi pointed out, not everything is going as one would like.
