This decision was finalized after all 27 EU member states approved the package, overcoming Hungary's initial attempts to block the funds. The €90 billion loan agreement was originally reached by EU leaders in December 2025 and subsequently backed by 458 members of the European Parliament. During the press conference, President Zelenskyy remarked on the difficulty of the process:
