According to Espreso.tv: In a recent interview, Lieutenant General Douglas Lute shared his assessment of Ukraine's campaign targeting Russian territory, emphasizing its execution across three distinct levels: strategic, operational, and tactical. He noted that Kyiv is steadily wresting the initiative away from Moscow, particularly through strikes on Russia's energy infrastructure. Lute highlighted that this long-range campaign, now in its second year, is already producing tangible results.

Attacks on Russia’s energy network have cut its export capacity by roughly 25–30%. According to Lute, Ukraine has carefully focused on what matters most to the Kremlin. Over the past six to nine months, Ukrainian forces have systematically targeted Russian logistics in the Donbas and Crimea, making these operations a critical pillar of their broader strategy.

Primary Targets of the Strikes

For instance, on July 3, Ukrainian forces disabled 12 substations in temporarily occupied territories within a record 48-hour window. Currently, the hottest front-line sectors remain Pokrovsk and Hulyaipole. 'Combat operations are now unfolding simultaneously at the strategic, operational, and tactical levels,' the lieutenant general remarked.
