EU Accession Deal by 2027: Ukraine's Target and the Counterproposals from Member States.
Ukraine's EU Membership Ambitions
According to UATV: Ukraine aims to sign its European Union accession agreement by 2027. However, some EU member states are suggesting a delay of full membership by an additional 10 to 20 years. Deputy Prime Minister Taras Kachka highlighted that Ukraine has fulfilled 84% of its obligations under the Association Agreement with the EU as of 2025. The ratification process for the accession deal must be completed by all 27 EU members.
Progress and Security Guarantees
As of 2025, Ukraine's most significant progress has been in the financial sector. Taras Kachka stated:
“Ukraine is consistently meeting its commitments on the path to EU membership” - Taras Kachka
and added that “such a long timeline is unacceptable, and there are control mechanisms that can satisfy our partners.”
Discussions about Ukraine's EU accession are also taking place within the context of security guarantees for Kyiv. President Volodymyr Zelenskyy expressed confidence that by 2027, Ukraine will be technically ready to become an EU member. Markus Lammert, a representative of the European Commission, confirmed:
“The Commission remains firmly committed to advancing Ukraine's EU accession” - Markus Lammert
Against the backdrop of active reforms and the fulfillment of obligations, Ukraine continues to move toward European integration despite challenges and disagreements over membership timelines. The significance of this process extends beyond economic development to ensuring stability and security in the region, which has become especially urgent amid current geopolitical challenges.
