Ukraine's Arms Imports

According to TSN.ua: A new report from the Stockholm International Peace Research Institute (SIPRI) shows that Ukraine has become the world's largest importer of weapons. Between 2021 and 2025, Ukraine accounted for 9.7% of all global arms imports. The United States, Germany, and Poland have been its primary suppliers. This surge is a direct consequence of the ongoing war and the extensive international military aid provided to Kyiv.

According to the SIPRI data, the United States supplied 41% of Ukraine's arms imports during this period, with Germany providing 14% and Poland 9.4%. Since Russia's full-scale invasion began in February 2022, at least 36 nations have delivered weapons to Ukraine. The report notes, however, that the volume of arms supplied in 2025 was lower than in the peak years of 2023 and 2024.

The Global Arms Market

On the global stage, the United States solidified its position as the dominant arms exporter, responsible for 40% of all international weapons transfers from 2021 to 2025. France ranked second among global suppliers with a 9.8% share. The other nations in the top ten largest arms exporters are:

Ukraine currently holds the top spot for arms imports worldwide, surpassing traditional major importers like India, Saudi Arabia, Qatar, and Pakistan. In a significant shift, Russia's arms exports plummeted by 64% when comparing the 2016-2020 period to 2021-2025. Germany, a key player in the international arms trade, ranked as the world's fourth-largest exporter with a 5.7% market share.

These figures indicate that the war in Ukraine has substantially reshaped the global balance of power in the arms market. The dramatic rise in Ukraine's imports reflects not only its urgent need for military support but also the scale of international solidarity from Western nations.

Furthermore, the sharp decline in Russian arms exports points to significant changes in that country's military strategy and its diminished capacity on the international stage.
