According to Espreso.tv: Oleksandr Kovalenko, a military and political analyst with the group 'Informational Resistance,' has outlined a revised strategy for hitting targets on Russian soil. He stressed the need to clearly separate strategic and tactical levels of action when planning military operations. As of July 10, 2023, Ukraine is set to establish both a Long-Range (Global) Strike Command and a Joint Rapid Response Force. This restructuring aims to streamline decision-making and enhance coordination in an evolving conflict.

Hero of Ukraine Dmytro Voloshyn has been appointed as the commander of the Joint Rapid Response Force. Kovalenko noted that strikes against Russian oil refineries carry significant strategic weight. He emphasized that any attack launched from a distance of more than 300 to 500 kilometers from Ukraine’s border falls squarely into the strategic domain.

“This is necessary to fundamentally separate actions at the strategic level,” Kovalenko stated.

He further explained, “Everything located more than 300-400-500 kilometers from Ukraine’s border requires planning and execution at the strategic level.” These remarks highlight the importance of a systematic approach to military planning, which helps avoid obstacles in carrying out relevant operations.

“So that one level does not interfere with the other in planning appropriate operations,” Kovalenko concluded.
