Ghana's Foreign Minister Visits Ukraine

According to UATV: Ghana's Foreign Minister, Samuel Okudzeto Ablakwa, made an official visit to Ukraine on October 3, 2023. In a meeting with his Ukrainian counterpart, Andrii Sybiha, the two diplomats discussed key areas of bilateral cooperation, including the repatriation of Ghanaian nationals who have been fighting for the Russian military. This diplomatic engagement highlights the complex, global dimensions of the conflict in Ukraine. Minister Sybiha noted that over 1,700 citizens from 36 African nations are currently serving within the ranks of the Russian army.

Addressing Accountability and International Law

The discussions also focused on accountability for the involvement of African citizens in the war. Minister Okudzeto Ablakwa emphasized that

"we wish to make it clear that they received no authorization from Ghana, nor from any African nations."
This statement indicates Ghana's intent to tighten oversight of recruitment agencies to prevent similar occurrences in the future.

For his part, Andrii Sybiha stressed that Ukraine

"strictly adheres to international humanitarian law, especially the provisions of the Geneva Conventions on the treatment of prisoners of war."
