According to TSN.ua: Delegations from Ukraine and Russia commenced negotiations in Geneva on February 17, 2023, addressing a range of issues, including security and humanitarian matters. The Ukrainian delegation is led by Rustem Umerov, while the Russian side is represented by Presidential Aide Vladimir Medinsky. Russia's military intelligence chief, Igor Kostyukov, is also involved. Representatives from the United States, Steve Witkoff and Jared Kushner, are present at the talks as well.

Rustem Umerov stated that
“security and humanitarian issues are on the agenda.”Meanwhile, Volodymyr Zelenskyy indicated that

It is crucial to note that in the lead-up to these talks, Russia intensified its military actions, launching approximately 1,300 attack drones, over 1,200 guided aerial bombs, and 50 missiles within a week. These talks are a rare diplomatic engagement amidst ongoing hostilities. Volodymyr Zelenskyy commented on the situation, noting that
“Russia sought to inflict maximum damage on Ukraine's energy sector with a new strike,”and pointed to drone attacks on oil refining infrastructure in the Black Sea. These factors add significant pressure to the negotiation process, underscoring the urgency of resolving the conflict.
The negotiations between Ukraine and Russia are taking place against a backdrop of escalating military action, which may impact their effectiveness.
