According to Novyny.live: Starting in 2026, Ukraine is rolling out a housing voucher initiative for internally displaced persons (IDPs), offering up to 2 million hryvnias in funding for property purchases. This program aims to assist those uprooted by the war by giving them a pathway to secure adequate housing. Eligible recipients include IDPs from temporarily occupied territories who hold combatant or war-related disability status.
The voucher remains valid for five years, during which beneficiaries can use the state funds to buy real estate. Once a notarized purchase agreement is completed, the payment is transferred to the seller's account within five business days—ensuring fast and transparent transactions. To apply, individuals submit a request through the Diia app, with a confirmation decision expected within five days. After receiving the voucher, applicants have 60 days to reserve the funds for a property.
How the Voucher Can Be Used
The housing voucher offers flexibility in its use. Funds can be applied toward:
- a mortgage down payment;
- an investment in a newly built property;
- the purchase of a private house.
Additionally, displaced individuals can file information notices about damaged property through the Diia app or web portal, streamlining the process of documenting losses. This initiative marks a significant effort to support IDPs by providing financial assistance to improve living conditions and restore a sense of normalcy after the hardships they have endured.
