Who Qualifies for Housing Under Ukraine's New 'Million Apartments' Initiative?.
Housing Initiative 'Million Apartments'
According to Novyny.live: A parliamentary working group is crafting a new housing program called 'Million Apartments' aimed at socially vulnerable groups in Ukraine, as the country has lost over 14% of its housing stock due to the war. This effort is designed to assist those most in need of housing, including:
- teachers
- military personnel
- medical workers
- internally displaced persons (IDPs)
- large families
- librarians
Danylo Hetmantsev noted that
“this program should be accessible to a large number of people”.
Since the start of the full-scale war, the number of internally displaced persons in Ukraine has grown to 4 million, underscoring the urgent need for new housing solutions. Loan applications under the 'eOselia' program have outpaced issued mortgages by 20 times, reflecting a strong demand for affordable housing. Meanwhile, the banking sector holds around 500 billion hryvnias in liquidity, which could be tapped to finance new projects.
Program Funding
Loans under the 'Million Apartments' program will be offered for a term of 25 years. Danylo Hetmantsev also stated that
“we see funding sources in the development of the stock market”, which could serve as an additional tool to support the program's implementation. These measures signal the government's serious commitment to improving living conditions for Ukrainians during this challenging period.
Given the massive loss of housing stock and the rising number of internally displaced persons, the 'Million Apartments' program could be a crucial step in restoring housing for the most vulnerable populations. It not only addresses immediate needs but also has the potential to stimulate the economy by attracting investments into the construction sector. The successful rollout of this initiative could significantly enhance the living conditions of many Ukrainians, a matter of particular importance amid the ongoing conflict in the country.
