State-Funded Sanatorium and Rehabilitation Program

According to Novyny.live: Starting in 2026, the Ukrainian government will continue offering free sanatorium and rehabilitation treatment to individuals who have returned from captivity. Launched in 2024, this support program is designed to assist civilians, prisoners of war, civilian hostages, and stateless persons or foreigners who require recovery after enduring harsh conditions while detained.

The treatment program lasts 18 days, and applications for vouchers must be submitted within one year of release. To obtain a voucher, eligible individuals need to submit documents to the social protection office at their place of residence. Required paperwork includes:

  • a copy of the passport,
  • a taxpayer identification code,
  • a medical certificate (form 070/o),
  • proof of having been in captivity,
  • a receipt for the voucher payment if reimbursement is needed.

In 2025, the compensation amount for those undergoing treatment reached 16,416 hryvnias, while companions received 70% of the average voucher cost—amounting to 11,491 hryvnias last year.

Sanatoriums and Ongoing Support

Currently, Ukraine lists 28 state-approved sanatoriums. Former captives are free to choose which facility they prefer for their recovery. This government initiative aims to support those who have survived traumatic experiences, offering a pathway to restore their health and improve their quality of life amid the challenges of war.
