State Compensation for Destroyed Housing: Who Will Receive 2 Million Hryvnias.
According to inkorr.com: Citizens of Ukraine whose homes were destroyed during the war in temporarily occupied territories have the opportunity to receive financial assistance from the government. The Cabinet of Ministers adopted Resolution No. 1176 on September 22, 2025, which establishes the procedure for providing such compensations.
According to this document, the financial assistance will be issued in the form of a voucher, with a maximum amount of 2 million hryvnias. This money can be spent on purchasing new housing, paying a down payment for a mortgage, or repaying an existing mortgage loan. The application for compensation can be submitted through the 'Dія' portal or mobile application after November 22.
Conditions for Receiving Compensation
The right to receive compensation is granted to citizens who do not own housing in the territories controlled by Ukraine and agree to transfer to the state the right to claim against Russia for the amount of the assistance received. Purchasing housing from close relatives is prohibited, and the sale of purchased housing will only be possible after five years. If the cost of new housing exceeds the amount of compensation, the difference must be paid independently. If the funds are not used for their intended purpose, the payment will also have to be refunded.
Thanks to the resolution adopted by the Cabinet of Ministers, Ukrainians affected by the destruction of housing in occupied territories will receive financial support to restore their homes and improve their living conditions after military actions.
This initiative will allow many people to rebuild their lives, as it is important to be able to return to normalcy in conditions of war and loss of housing. However, it is essential to consider all the conditions and requirements of the program to maximize the assistance provided for housing restoration.
