Ukrainians will start buying cars in a new way: another document will be needed.
A resolution to simplify commission trading of cars in Ukraine has been adopted
On October 1, the Cabinet of Ministers of Ukraine adopted a new resolution that facilitated and improved the procedure for commission trading of vehicles. Now, for the conclusion of a sales contract, it is necessary to provide a document confirming the average market value of the car.
This was reported by the Ministry of Internal Affairs of Ukraine.
According to the resolution, selling more than one vehicle during the year will be taxed. The tax will be 5% if it's the second passenger car, and 18% on the third and more. It is worth noting that the first sale is exempt from tax.
One of the important changes is the requirement to provide a certificate of the car's value at the Ministry of Internal Affairs service centers. This will prevent the undervaluation of vehicles, which was previously used by some trading organizations. It is expected that this innovation will increase the income of the state budget and ensure market transparency.
Deputy Minister of Internal Affairs of Ukraine Bohdan Drapiatyi gave an example: if a person sells a passenger car in the service center of the Ministry of Internal Affairs for the second year, then if there is a certificate of the average market value, it is valued at 450,000 hryvnias and the tax of 5% is 22,500 hryvnias. Whereas a trading organization evaluates the car not according to the official document but "according to the seller's words", for example, at 15,000 hryvnias, and pays a tax of 750 hryvnias.
Drapiatyi also gave an example when a Tesla Model 3 car of the 2022 issue was registered for 10,000 hryvnias, although its real average market value is 917,083 hryvnias.
It is reported that as of August 2024, 3,500 entities are operating in Ukraine engaged in wholesale and retail car trading. During 2023, 470,000 cars were sold through trading organizations.
It should be noted that in August 2024, Ukrainians purchased new cars worth 15 billion hryvnias.
