Ukraine Introduces a Blacklist of Bank Clients: Who Will Be on the Register.
According to inkorr.com: Ukraine plans to introduce a special 'blacklist' of bank clients to combat the shadow economy. This initiative is part of bill No. 14161, which aims to create a Register of persons whose financial operations will require careful monitoring by the National Bank of Ukraine.
Who May Be Included in the 'Blacklist'
The 'blacklist' will include both ordinary citizens and enterprises. For example, individuals may find themselves on this list if they provide their banking details or access to online banking to third parties. Enterprises can be included in the Register if they decide to use cash bypasses for making payments.
Purpose of the Initiative
The main goal of this initiative is to prevent the use of financial services in schemes related to the shadow economy. After being included in the Register, banks will limit the capabilities of such clients in making payments and using cards or accounts.
Verification against the Register will be conducted when opening an account, changing the client's contact details, logging into the banking app from a new device, and during financial monitoring.
Rules for Maintaining the Register
The National Bank will develop rules for maintaining the Register, exchanging information between financial institutions, and will also define cases when client verification will be mandatory. This system is expected to enhance financial security and reduce the risks of money laundering.
Thus, the introduction of a 'blacklist' of bank clients may become an important step in the fight against the shadow economy and in preventing money laundering.
